You have been treating it correcting with antiseptic cleaners and topical antibiotics.
It would be best, if possible, to leave the blister when it forms. The blister is protecting the underlying skin and allowing it to heal, it is forming a cover over it.
Allow the blister to pop or burst on its own when it is ready. You can apply the diluted peroxide (dilute so it does not further damage the skin) or another gentle cleanser such as salt water, gently over the blister twice daily and then use a topical antibiotic.
You can change the topical antibiotic since you have been using the Neosporin for a while. Other topical antibiotics are triple antibiotics or Polysporin.
If protecting the blister so that it can protect the underlying skin and using the dilute cleanser and topical antibiotic does not cause improvement within a week or there is any worsening, then you should be seen because you may need oral antibiotics from your doctor.
