Question : I have pain in my penis and rectum
Was treated with radiation for prostrate cancer and my last blood test was good a month ago
Psi is 03

These symptoms that you are having are suggestive of Prostatitis or inflammation of the Prostate.
You should get yourself checked by a Surgeon or a Urologist.
It would be better to get a Urine RE and culture done. If the test returns positive then sensitive antibiotics can be started to relieve you.
Meanwhile, you can have Tab Tramadol to relieve your pain as and when required.
