Question: I am currently suffering with leaking urine after I have urinated. It's not a lot but it's enough to put a few drops on my trousers. I also am suffering from a hot sensation when masturbating and during sex. There is redness on the head of my penis. I am circumcised and my meatus is
Crooked due to a small fleshy lump near the opening that I've had for a long time. What is causing it?

As an Urologist,i can fully understand your concern.
The fleshy swelling at the tip is certainly not normal. It needs a direct examination.
You need to get it examined by a dermatologist or Urologist.
If you've had sex with multiple partners or had a homo-sexual experience, it should be forth coming to your doctor.
Get your urine and blood routine,sugar,creatinine,VDRL,HbsAg,HIV, and an ultrasound scan of abdomen, reports to the doctor.
Avoid masturbation, till check-up.
Maintain good penile hygiene and avoid moisture, especially at tip, after urinating.

I've had a close look at the photo.
As a specialist, before deciding on the treatment, one always needs to examine the fleshy swelling. It could be a warty type growth.
I'm must be sure, if it's required to take a biopsy, or if i can start medical treatment, without it.
The reports will help in deciding the treatment as well.
