Usually once urinary infection is suspected urine examination is done and in that pus cells should be more to confirm diagnosis.
Urine should be sent for culture sensitivity. Till that report comes empirical antibiotics like nitrofurontoin or norfloxacin should be started. For pain you may take painkiller like tramadol or aceclofenac. If difficulty in passing urine is there then tamsulosin may be started. Once culture report comes antibiotics started according to report. Drink more water .
