After analyzing all the pictures with diligence it appears that you have viral warts. If you can see in the second picture there are multiple accuminate (slightly pointed) areas present closely.
This is the typical picture of warts in the area. A skin tag is never present in accuminate fashion and lies singly in the area.
In my patients with your kind of condition I generally prefer to do radio-frequency ablation which removes the warts completely.

Thank you. Yes who should i contact for treatment? I do not have a primary doctor at this time. Should i search for a dermotologist? How did i attract this condition? Is it contagious?
