Thanks for writing in HCM
I have gone through the picture, and based on that I don't think it is wart.
It appears more of foliculitis, infection of hair follicle. Commonly caused by friction from shaving or tight clothing.
I would suggest you not to scratch, use over the counter antibiotic cream like neosporin for local application will reduce your symptom.
