If there is water leaking from the veins you should apply dressings which can soak the same and I usually advice my patients Tab Daflon twice a day to decrease the flow and stop it subsequently.
Could you tell me how it started and what happened? That would help me grasp the problem better. It sounds like a lymphatic leak rather than venous problem.
Try and see a Surgeon who can examine you and advice accordingly.
