The coughing would be due to the irritation of the upper airway from the secretions and also irritation of lower airways as well
In addition to the decongestant and other treatments that you are doing, you may need to consider- (1) adding a topical decongestant to the oral, if you are not currently doing this eg otrivine
(2)a mucolytic to help break up the mucus so that it can be expelled easier eg mucomyst
(3)if you have bronchitis which is inflammation of the airways that is usually associated with a wet cough, you may need a short course of oral steroids ( 3 to 5 days), to reduce this inflammation
If there is no improvement then antibiotics may be needed
