Question: Hi. This is just a general question. If a car is parked in a parking lot and a car that is pulling out taps the car at a speed of about 4 miles an hour - making no dents or marks where the car doesnt even move- can this cause whiplash to the person inside the parked car or a concussion? I would say definitely not coreect? Thank you
