I read carefully your description and I understand your concern.
Seems like the bumps that are on your happy trail are more like a nevus or a cyst. Nothing infectious can stay for long time without changing, they would even spread or get worse. So if those have been like that for a long time, then don't worry about them.
If you want confirmation about that, then you may post/upload a picture in our system and I can have a look at them.
The rash you are describing its typical for a fungal infection. If what you are applying on it makes it better, then continue with it. Or you can apply a cream with Fluconazole or Ketoconazole and cure it completely. Use either of them 1-2 times/day for 2 weeks.
The lesions you have do not seem typical for herpes.
If you want to make sure you have not gotten it then you can do the blood tests of Herpes simplex type 1 and 2, the IgG and IgM for both of them.
I will not be much worried about it though, from what you have told me above.

I saw carefully your photos.
Its not that visible, just the one you have scratched.
Anyway, It looks like they have no pus on top. Those do not look as herpes though. Do the testing I mentioned above if you want to be extra sure.
They seem like something that may be a neavus as I said above. If it doesn't bother you, and if has been like that for years, then try not to scratch them and leave them be.
If they start to become with pus and infected, then apply an antibiotic cream on top for 1-2 weeks.
