Excessive masturbation can be seen in:
• Sexual obsession
• Increase libido
• Mania
I need following information to help you better:
• How you came to know about his excessive masturbation?
• Is he ejaculating 3-5 times a day or having dry orgasm only.
• How is he in studies?
• Any other recent change in behavior?
• Current maladaptive behaviors?
• History of past medical and psychological problems.
Boys attain puberty at 14-15 years of age. Before that they used to have orgasm without ejaculation (dry orgasm). Masturbation 3-4 times in a week does not cause any problem. But 3-5 times in a day is certainly excessive. Usually sex education works in these cases.

He told us about it and sometimes he feels guilty

He says he ejaculate 3 times and the rest is dry orgasm

He is so far an A student but we are currently watching him closely and try not to leave him alone (not a healthy way for all) despite that he sneaks to his room to do it.

Like any boy his age he has high temper, and argumentive

I dont think he has one
6- History of past medical and psychological problems.
Does not have any medical issues, but since KG he changed 3 school due to his Dad work relocation

Considering the above information, I do not think that you need to worry presently.
I would suggest the following measures:
• Try and explain to him that masturbation is a normal process and he should not feel guilty about it.
• Try to get him to restrict masturbation once in a day in first week and to 3 times a week after that. Tell him to make list of factors which leads to masturbation in his case and start reducing these factors.
• Tell him to keep a record in diary or a calendar about the number of times he is masturbating.
• Praise him whenever he masturbates less often
