HIV is not a risk with such a short lasting sexual contact and more so because it was non-penetrative in nature and did'nt involve any genital rubbing.

what i wanted to know in a bit detail that is there a possibility that HIV can pass through my PENIS TIP HOLE (PENIS OPENING) in such a contact of penis with vagina lips (having Vagina Fluid) like in my case where there is no rubbing and only touch was there.
And like you said that HIV does not survive outside the body so HIV touching PENIS TIP and than passing through PENIS TIP HOLE (PENIS OPENING), does not matter OR Does not exist because of HIV not surviving outside the Body.

I will try to simplify it for you.
Urethral mucosa is the lining wall of urethra inside the pee hole/ orifice.
The virus can stay live outside body not for more than a few seconds. It dies quickly upon drying/ exposure to air.
In addition, the possibility of HIV entering through pee hole 'does not matter' even if the virus is alive outside body, for some time.
This is because, virus CANNOT even pass into blood stream through the wall of pee hole i.e urethral mucosa unless there is some inflammation/ damage to urethral mucosa.
Basically I want to assure you that you are safe from this particular act and there is nothing to worry.
