                                            Question : My son went to that bathroom and there was blood in the bowl.  His penis went into the water, what are the chances he caught something?  What should we do?  He already washed it with soap and water. We don't believe the person who used it before has anything except for bleeding diverticulitus.  Should we be very worried.

If the blood in the basin already got dried, then there is no chance of HIV virus to exist alive. Even if the blood was shed few minutes before your son had his contact there is no chance or the virus to be alive.
Moreover an ulcer or an abrasion over the foreskin or the glans penis increases the chances of getting HIV.
The HIV risk for you your son is negligible only.

                                    The blood was in the water of the bowl.  He doesn't have any sores or break in the skin.  He was worried about the uretha.  Is his chance greater or still unlikely?  I think it's still unlikely but he is worried.
