We have millions of bacteria on our skin. They come in contact even when we shake hands with another person. Yes, there would be contact of the bacteria with the kissing and if there is sufficient contact and the mouth was not washed properly after the oral sex episode then the bacteria from the penis can easily have been passed to the person that was kissed subsequently.

thank you for your reply. I have a real fear of germs and I am usually very careful in using mouthwash etc but, in this instance, I didn't use any and, without thinking, I gave a friend a peck on the cheek about an hour after giving oral sex and I am concerned that I may have passed on germs. This happened a while ago but I still feel guilty about not being more careful. Could I have passed on anything that would cause any type of infection?

If it was just a peck on the cheek then you can relax as its unlikely to have caused an infection. If your friend is immune competent then even if through the peck some germs got deposited on his skin, he would most likely be fine. A local mild allergic reaction is one possibility but that would have occurred within minutes immediately. So you can relax as based on your description your friend would be just fine.
