Question : I have a bulge just above and to the right of my penis. Bulge goes down sometimes. I don't feel any pain.

As per your description , it could be INGUINAL HERNIA.
Abdominal contents like Small intestine or Omentum will be coming into the hernial sac and seen as a bulge.
If the contents get blocked and obstructed,there will be pain.
There is no medical treatment for HERNIA.Surgery is the only option.
