The answer to your question is yes, benztropine withdrawal may cause symptoms like anxiety. Restless legs syndrome is also a less common possibility.
However more common side effects due to withdrawal are those of increased cholinergic action such as nausea, vomiting, abdominal cramps, sweating, muscle cramps.
For that reason as for most medication acting on nervous system it is always advised never to interrupt it abruptly but in a very gradual manner over weeks/months.
