Question : i have a rash on the penis i was wondering if i could use hydrocortisone cream usp 2.5 ?

You may try a topical antifungal e.g either clotrimazole 1% cream or ketoconazole 2% cream, twice daily for a few days. The cream you mentioned is a steroid cream rather than antifungal cream.
