Brief Answer:
This looks like an Eczema

Detailed Answer:

Hi,

This looks like eczema. This is a simple sort of allergic reaction of the skin. The trick of the management is keeping the skin moist and never allowing it to be dry. For this oil massage and lotions like ATOGLA will help. Eczema is a sort of allergy and can be controlled. But usually kids grow out of it...that is as the age progresses.

Hope my answer was helpful for you.
