Question : I have several (around 20) dark brown/black moles at the base of my penis that have shown up over the last several months. They are only slightly raised and are around 3mm and smaller. I'd like to know what they are and how I can get rid of them. I am sexually active.

I can see multiple, pigmented, rough appearing growths which are suggestive of genital warts / condyloma acuminata.
Genital warts are sexually transmitted infection, commonly caused by HPV -6, 11 and less commonly by other HPV types- 16, 18, 31, 33, 45.
They need to be ablated/ destroyed with either electrocautery or CO Laser. I suggest that you visit a dermatologist for the needful.
