Question : Yes,
I have this bump like feeling on my right leg right above my knee cap, it's a little irritating that it feels sore and I tend to want to massage it. It's not on my knee cap but about 3 inches away from my knee cap. I've asked my physician about this and she stated that it's normal, it's just fatty muscles trapped in the area. What do you think?

I have gone through your query. Your problem can be due to fibroma. From your description it can be most likely on tendon of knee cap. This is a benign tumour of connective tissue. These are usually harmless. Better to get it examined by an orthopedician.
If it gives you discomfort or irritation then it can be excised surgically under local anaesthesia.
