                                    Brief Answer:
Hello.it is likely some infection
Detailed Answer:
Hello dear. I have seen the reports. First of all there is no need to worry. The lesion which you have described is likely to be an infected one as she is diabetic and prone to infection. Moreover, its very unusual for the cancer to spread during treatment.
Also, skin is an unusual site for spread. Still, to be very sure, a clinical examination is must.
Thanks and regards

Hello.it seems an early stage
Detailed Answer:
Hello dear. By the description , it seems an early stage but the final staging will be decided only after surgery. It will be helpful if you can provide an image of the lump. There are chances of cure.

mum's op isn't until november/December is it right to wait this long after chemoradiotherapy. I can't send a picture as mum wouldn't let me. With a low rectal tumour would I be able to see it. Who do I ring for advice and evaluation would it be GP, cancer specialist or the gastoenterology key worker?
