I have gone through your query and also the attached image. It seems that the bump is a Fordyce spot. The skin including that on penis have sebaceous glands which secrete the oily substance that lubricates our skin. If due to any reason the opening of such a gland gets blocked, the secretions get collected inside forming a sebaceous cyst or a fordyce spot. It is not a concern. Pressing it in the right direction (you need not do it) will release the white cheesy sebaceous secretions collected inside.

No interventions needed.
