I am dr.kakkar (dermatologist). I have gone through your query and i have reviewed the image.
I would keep a possibility of eczematous dermatitis rather than scabies. Scabies would not be so localized and is commonly distributed to abdomen, chest, thighs, arms.
Have you been given any eczema creams? Does the affected area itch?

no it doesn't itch... or didn't anymore it's just annoys me when I notice it.... I was given this cream but was told that this wouldn't help

Hi
Its hard to tell exactly on image but it is certainly not scabies. The cream that you have been using is a topical steroid and would have been my initial choice looking at this rash. However, if it has'nt helped and you have had a fair trial with this cream for 2 weeks without any improvement then I suggest you to try a topical antifungal cream e.g clotrimazole 1% cream, 2x daily for a 2 weeks. It is an otc product and you can find it at a local drug store.
