Question : I have what appears to be a rash on one cheek. It is tender to the touch.

Thanks for being at healthcaremagic
I have reviewed the attached photographs and it seems to be either contact dermatitis to something you have used or applied on your skin or a photosensitive rash related to sun exposure.
If I was your treating doctor I would recommend you to apply topical steroid like cortisone cream on the affected area twice daily and take antihistaminic like tablet Cetrizine 10 mg once daily at bedtime for 7-10 days.
Besides this continue with your facial cleanser and go for frequent and liberal application of the moisturising cream.
This should resolve your problem.
