By your description this looks like a fungal rash which is very common around the anal area and genitals.
Is it itchy?
I would recommend you to keep the area dry and clean it frequently.
Application of candid derma ointment locally will help.
If itchy you could use antihistamines like cetrizine after getting them prescribed by your local physician.
