                                            Also, it is virtually imperceptible unless I pull the skin taut, upon doing so it is clearly a very small bump that can be felt when I run my finger across it. I can also see the raise in skin when it is viewed from a profile. I already went to an STD clinic and the doctor said it wasn't an STD but she had no idea what it could be.
I read on line that maybe putting Vitamin E gel (from a gel capsule) might work but it's still there. I really want this gone please help.

Hello
Thanks for your query,based on the photograph and facts that you have posted it appears that you have what is called as Sebaceous Cyst over base of the penis.
The skin near the base of the penis and around is rich in sebaceous glands and hence prone to get more sebaceous cyst due to accumulation of sebum beneath the skin.
Normally they fade away without treatment however they need to be treated if increase in size or get infected.
Please consult qualified General Surgeon for clinical evaluation and further treatment.
If needed he may decide to get it excised in Toto (Completely along with the sac)
