Thanks for your query ,based on the facts that you have posted it appears that you have developed staphylococcal infection of hair follicle (Boil ) over base of the penis .

You need to take broad spectrum antibiotic like Cefexine along with anti inflammatory drug like Diclofenac twice daily along with topical antibiotic ointment like Neosporin twice daily.

Ensure to wash your genitals and entire area with warm water twice daily.

It should get cured within a week.

Not, I repeat, not a boil. I am talking about a 1/4 inch long white blood sucking something. It was alive and feeding on blood. I pulled it off and the site bled for 5 minutes. NOT A BOIL

Thanks for follow up .The thing that you have described could be an insect which is very difficult to be guessed now about the nature and what it could be .

Please take antibiotic like Doxicycline and anti inflammatory drug like Diclofenac twice daily for 5 days .Use topical antibiotic ointment to be applied twice daily .to promote fast healing .

Ensure to wash entire area and genitals with warm water twice daily.There is nothing to be worried about .
