Question : My daughter is 9 years old she is having some vaginal discharge - and is a little red on her skin. I am wondering if this could be bladder infection or yeast infection?

I suggest let her sit in warm water with antiseptic and salt for a week twice a day for 5 minutes. This will help in reducing infection.
