                                    Brief Answer:
Phlebitis
Detailed Answer:
Hello, Welcome and thanks for your question. It is impossible to say without examining directly but there is a chance that it may be 'phlebitis'. Which is an inflammation of the veins and can cause small blood clots. It may be secondary to an infection.
My recommendation is to show this to your doctor at the earliest and in the meantime I would use thombophobe ointment or gel to bring down the swelling.
But please do not hesitate in showing it to your physician at the earliest so you can get treatment for whatever may be CAUSING the issue.
I hope this helps. Feel free to follow-up and thanks again.
