Question : My 25 yr old daughter went to the ER this morning because her back hurt and she was having pains
all over her body like she was being punched. They gave her an IV to hydrate her and sent her home. ER checked for infection "urine test" which came back negative...no fever . she is not feeling better and this evening said she is getting electrical shocks in her legs and is not feeling better...her back really hurst and has not urinated hardley at all. She has had kidney infections before

It would be best for her to go and be reviewed again.

The urine test would have shown up if an infection was present in the urinary tract, at least nitrites and leucocytes would have been seen.

The presence of back pain, abnormal sensation in the legs and difficulty urinating (nerves in the back affect bladder control), indicate that imaging of the back and possible a spinal tap may be needed.
The tap would look evidence of infection mainly but it may not be necessary, only mentioned as part of the possible investigations.

Imaging would likely be needed however eg Ct or MRI to take a look at the vertebra and nerves particularly in the lower back

It is possible it may be only a common problem such as a slight prolapsed disc but the imaging would clarify this.

The urine test would show up infection of the urinary tract including the kidneys.
Blood and protein can also be seen in some kidney disorders and the test would also check for these as well

Urine is also tested for glucose, concentration, ketones
