Question : i think i broke my little toe. it is very black and blue. do i need to see a dr. or get an xray?

Yes, it would be best to be seen.
There are some fractures that heal with strapping only but in some cases, the bone is displaced (out of its normal position) and it needs to be re positioned.
An x ray is needed to determine if the bones are aligned or displaced.
General treatment would consist of : rest/ reducing any pressure on the foot, ice compress applied 2 to 3 times a day, elevation to reduce swelling.
A visit to your doctor and an x ray would determine the exact course of treatment
