Question : I've been having this pigmentation on my face for about 6 years now, it gets black when dry and whitish when wet, its not itchy or painful but could be embarrassing.

I am Dr. Kakkar. I have gone through your query and I have also seen the photograph.

You have facial melanosis/hyperpigmentation. I would keep a possibility of Lichen Planus Pigmentosus as the reason for this pigmentation

Is it only on the forehead or is it also present elsewhere on the body as well?

Sunscreen is an essential part in the management of any facial hyperpigmentation.
I would suggest you to use a broad spectrum sunscreen, throughout the day.
Reapply every 2-3 hours. It should have both UV A as well as UV B coverage.
You may find one such sunscreen OTC from a nearby drug store Or you may also get it prescribed from a dermatologist.

At night you may use a moderately potent topical steroid e.g Mometasone furoate 0.1% cream. These is a prescription products and I would suggest that you visit a dermatologist in your region for the needful.

Along with the creams, you may also opt for a few sessions of chemical peeling from your dermatologist.
