Brief Answer:
It cannot be cancer. Advised to treat it definitely by an ENT doctor.

Detailed Answer:

Hello,

I don't think it is cancer since it is going on for such a long time (10 years) without worsening. I think it is a very superficial capillary in your mucosal lining that can be irritated easily by trauma or allergy or common cold or nose picking.

Since it is so frequent, reoccurring and long-term, I advise you to treat it definitely either by chemical cauterization, surgical ligation, embolization. This can be done by an ENT doctor.

Hope I have answered the question. Let me know if I can assist you further.

Regards
