Hemorrhoids can recur even after surgery.
The description of bright red blood during bowel movements indicates that the bleeding source is in the lower portion of colon and in anorectum. Hemorrhoids is the most common cause.
However other possible causes include fissures, polyps, inflammatory bowel disease, diverticulossis and malignancy needs to be ruled out with sigmoidoscopy. It is a small test in which a long slender tube with a 'camera' is introduced through the anal opening to look in to the bowel.
I would refer you to a specialist for the test at the earliest if symptoms recur.
