Question : 19 month old girl with blotchy red rash on back, stomach and face. Legs are clear.
Lethargic and sleepy. Crying a lot. No fever.

Hello. I just read through your question and looked at the picture.
Based on what I see, the rash appears like hives. It's a reaction to something. Could be something she ate or came in physical contact with. Fir now I recommend a teaspoon of benadryl and hopefully she will sleep through the night. If the rash is still there in the morning, I recommend meeting with her doctor so the cause can be discussed.
