Question: What can be possible causes for breast tenderness and enlargement?
I've started experiencing these symptoms on Day 9 or 10 of the cycle. Now I'm Day 22 and it's still there. My breasts seem enlarged by half cup size and are tender, especially on the sides.

The heaviness and tenderness in the breasts can be due to hormonal changes related to the cycle or due to frequent breast stimulation.
This can be related to a premenstrual phase or pregnancy also. You can wait for your periods and see if it subsides on its own. In case the pain is persistent and is associated with tenderness then do consult your gynecologist to detect the cause.

Let me elaborate some more on the issue.
I've had unprotected sex on Day 8 (1 day prior to the start of the breast tenderness). We didn't use protection, just "interruption". Before that I didn't have sex for quite some time and my first thought that breast tenderness is a hormonal reaction to this.
Still, as I started worrying, I did ultrasound on day 16. The doctor said I was in the peri-ovulatory stage (or around ovulation), and that dominant follicle was visible in left ovary. But also she said it was too early to rule pregnancy out. Also, she said that this breast enlargement and tenderness could be my body's reaction to ovulation (because I rarely ovulate and have longer cycle).
Could this still be pregnancy, and is it possible to have breast tenderness as a symptom basically from first day after conception?
What are your thoughts?

Brest tenderness due to pregnancy never happen just after having sex. It takes at least 5-7 days for the hormonal changes to become evident. Pregnancy is least likely in your case.
This is due to other cycle related hormonal changes.
