What Causes Bright Pink Color Skin On Penis?

Question : A year and half ago I got a friction burn on my penis. Since then it's been bright pink. When it dries up it has slight dry skin that will flake off. I moisturize and it stays bright pink/red. I've tried going like a month no sexual activity and the same. Also tried keeping a bandage on during the whole day for a few weeks and the same. I seen a doctor about it and he said it's ok. But I don't want it to look like that. What can I do or should do??

There is no watery discharge and is not itchy. I have tried cortizone ointment before. And didn't help.
