I have noted your details and seen the attached picture.
It corresponds to skin reaction to an allergic substance which may be a surface and walking over spilled substance or even a new footwear.
The best way to deal with such a problem would be:
1 wash the area frequently without any antiseptic
2 Antibiotic cream like Mupirocin three times a day
3 Levocetirizine, as an anti allergic 5 mg per day
4 Wear cotton socks and avoid new footwear
If the problem persists, then the blisters may have to be punctured which is nearly painless process and oral antibiotics may have to be instituted.
I presume that the other foot is not having any such lesions.
