Question : I have a brownish red discolouration on the shaft of my penis -- it has appeared very suddenly, like within an hour

I can understand your concern regarding the skin lesions.
It seems from history that you might have got some drug reaction or insect bite but its difficult to point specific diagnosis in absence of clinical examination.
Therefore, I insist you to post good clinical pictures to me along with little history in brief especially of any oral or topical medications in last 1 week, so that I can help you in a better way.

Thank you for your prompt reply -- I have tried to take a clear picture but just cannot manage to het the focus right, sorry! I take no drugs, and the bruising (that is what it looks like) has subsided a lot overnight and today. Once before I had a burst blood vessel in my penis, and this looks similar...

Apply antibiotic cream

Okay no problem.
It good to know the lesions are subsiding.
I would suggest you to apply antibiotic cream like fusidic acid twice a day to prevent any secondary bacterial infection and for faster healing.
Avoid tight undergarments and any sexual activity till complete resolution.
I am sure you will be fine soon.
