Brief Answer:
Not due to arthritis.

Detailed Answer:
Hello,
Thanks for posting your query.
From your description the bulging in your knee is not due to arthritis. It can be due to inflamed and enlarged bursa or a mild tear in one of the ligaments or menisci due to repeated stress and strain.
The best way to find out the cause of your problem is to get an MRI scan of the knee done. This is a best investigation to detect any soft tissue abnormalities in the area.
Treatment will then depend on the cause.
I hope this answers your query.
