These are appearing like prolapsed Hemorrhoids (piles). The prolapse is a part of this problem hence the appearance as seen in the picture.
I can understand as these are asymptomatic, you may not like any surgery.

What are the treatments avaiable, is it contagious ? Is there any medicine which can or just a surgery ? there was another doctor i found online told me they look like anal skin tags

It is not contagious. Anal skin tags are very small and are present only at the front or the back portion and are due to anal fissure.
Anal fissure is a very painful condition.
Therefore I did not consider skin tag as the first possibility.
