Question : I had this small bump come up on my neck about 3 weekend ago. It causes no pain. Sometimes I shave there. I have tried popping it a couple of times but it did not work. It's kind of reddish and white not really firm and it's on the skin surface. It has not grown or started bleeding. I have attached a few pictures.

Perhaps it is an acne cyst or a small sebaceous cyst.
I suggest you to use topical benzoyl peroxide 5% gel, twice daily.

No. Doesn't look concerning to me.
You may use benzoyl peroxide 5% gel for a few days. An acne cyst should resolve with this. If it is a sebaceous cyst, it can to be surgically removed. Dont try to pop it as it might get infected and painful.
