Brief Answer:
Needs work up and management

Detailed Answer:
Thank you for asking

I read your question and i understand your concern. Constant freezing with no temperature should still be evaluated for rigors and chills secondary to some focus of infection. In old age psychological causes can lead to such chills freezing. She may need work up to find out possible cause of this to find out focus of infection and manage it accordingly. Consult a geriatrician nearby and let them run some baseline lbs and sort out the possible cause whether its infection, hypothermia or a psychological rigors and chills.

I hope it helps. Take good care of yourself and your wife and dont forget to close the discussion please.
