What Causes Constant Tingling In Penis?

Question: From last couple of days, I am feeling slight tingling kind of feeling on the left side of the "base" of the penis and around the same area where pubic hairs are located. Its not a serious pain, just a small sensation. I feel it more before I have to go to urinate. After finishing urination, its less. What can be the cause of this? is it some vein or ligament?

Veins don't cause any sensation.
Ligaments don't exist at base of penis to support it.
Your feeling of tingling is mainly psychological.
If you have a bothersome feeling, that's persisting, you should get it examined.
If you're a diabetic, it's best to check your blood sugar(fasting).
