Question: I have COPD No insurance..been w/o meds for a month.I have shortness of breath coughing and a whistle sound

You are mostly having acute exacerbation of COPD. And the acute exacerbation occurred due to lack of medications. I understand you are without insurance. However the current problem is not likely to subside and there aren't over the counter measures to treat it. This should be treated urgently. It would be better to consult emergency room immediately. Alternatively you might find help at low cost / free clinics / charitable clinic networks.

You will need inhaled bronchodilators, inhaled corticosteroid (ICS), antibiotics and systemic steroids if required.

Don't wait at home. This will notify subside at home and more likely to get worse over a period without treatment. So consult emergency room and start appropriate treatment. I know you have a financial situation; but there is no alternative at present for your situation.
