Question : what could this be on the tip of my penis ? i have had a std and sti test and all came back as negative that I don't have any .. ? what could this be ? it looks like a darker brown circle on the tip of my penis

I have gone through your query and picture. It looks like fungal infection- Tinea corporis. Avoid soaps and irritants to wash the area. You can use saline or warm water instead of this. Using ointments containing anti fungal like miconazole and corticosteroid like miconazole for local application will be helpful. Fluconazole tablet should be taken weekly once to stop recurrence also.
