Very true . This can be an infection of the urinary tract (bladder included).
There is a very sensitive triangular part at the base of the urinary bladder. The irritation of this part gives a constant feeling of passing urine and a sense of no complete evacuation.
Go for a urine test- routine, microscopy, culture and sensitivity.
I hope you are already under an antibiotic cover. If not you have to get started with antibiotic under the guidance of your Doctor for 2 to 3 weeks.
Take plenty of oral fluids/ Water.
Urinary alkalinizer may help reducing the feeling you have.
The blood can be due to urethritis ( hence mentioned infection of the complete urinary tract. Ultrasonography and cysto-urethroscopy may be needed if there is no relief on the medication.
