I just thought of any other meaning of you saying '' difficulty to whistle old'' , could not find any.
Hence I think it is just a difficulty in whistling.
The most important cause can be:
Facial Palsy, meaning the weakness of the muscles of the face on one side.

I would advise you to consult a Physician to have a clinical evaluation and actul physical examination for the facial palsy and other neurological signs.

He /She would advise you the investigations and medicines according to the findings.
