What Causes Discomfort In Clitoris And Constant Urge To Urinate?

Question: I have a discomfort in my clitoris area. There is a throbbing with the constant erge to pee. When I do pee not much comes out. I cannot lay down, because of the discomfort. I also have a pain in my side. Is this a urinary infection? I've never had one.
