Blood pressure has been classified into five categories according to JACC.

Normal blood pressure < 120/80 mmhg
pre-hypertensive stage is 120-139/80-89 mmhg
grade 1 (mild ) is 140-159/90-99 mmhg
grade 2 (moderate ) is 160-179/100-109 mmhg
above that range, is severe hypertension.

At a age of 72 your blood pressure is 137/59mm of hg,Which is something perfectly normal.Your dizziness is not because of bloosd pressure rather it is a sign of recurrent Transient ischemic attacks.

A transient ischemic attackoccurs when part of the brain experiences a temporary lack of blood flow. This causes stroke-like symptoms that resolve within 24 hours,Lack of blood supply causes dizziness and hyperventilation.As you already had a recent history of stroke complete neurological examination by neurologist is required.
Please mention the details of the MRI done in july when you had stroke and the medicines you are taking after that.
